DATE/TIME OF OCCURRENCE: January 25, 2019 at 1:15 PM

VICTIM: Withheld, Female minor, 14 years old

SUSPECT: Torres, Julio Lugo, 30 years old, Resident of Garden Grove

NARRATIVE:

On January 25, 2019, two females were contacted in the parking lot of a business by the suspect, Julio Torres, who was driving a White Ford Explorer. Torres initially asked the victims for directions to where he could go to purchase drugs. Torres then attempted to coerce the victims into his vehicle by providing drugs to them. The females declined and fled the location. Prior to leaving the area, the victims were able to take a photo of the suspects’ vehicle and provided information that led to his arrest. Torres was booked in Orange County Jail.

During the investigation, Garden Grove Police investigators learned that Torres is employed by the Santa Ana Unified School District. Investigators are asking for any additional victims or witnesses to please come forward and contact Investigator Marchand at 714-741-5704.

Murder Suspect from Ohio Arrested in Garden Grove

DATE: December 28, 2018

SUBJECT: Arrest of homicide suspect from Gahanna, Ohio

LOCATION OF OCCURRENCE: Del Taco
11070 Garden Grove Blvd

DATE/TIME OF OCCURRENCE: December 28, 2018 @ 2:14 PM

SUSPECT: Perry, Jeffrey Colin

DOB: 12-10-1991

Outstanding Vehicle: Black 2005 Jeep Grand Cherokee, Ohio License #ENW8600

NARRATIVE:

On December 28, 2018 at 2:14 PM, officers from the Garden Grove Police Department were sent to the above location reference one of the employees fighting with a subject in the drive through. Upon the officers’ arrival, they located the involved parties and detained a male subject identified as Jeffrey Colin Perry. During the initial investigation, officers discovered Perry committed a robbery by forcibly grabbing cash from the possession of a Del Taco employee. When Perry attempted to flee, another employee tackled him and the two struggled until police arrived. As part of the investigation, officers conducted a warrant check on Perry and discovered he had an outstanding warrant for murder out of Gahanna, Ohio.

Gahanna Police Detectives were notified of the arrest. Garden Grove Police personnel were advised that Perry had been in possession of the homicide victim’s vehicle, a black 2005 Jeep Grand Cherokee, Ohio license plate ENW8600. Officers searched the area, however it was not located.

Perry was later transported to the Orange County Jail and booked for robbery and on the murder warrant.

This investigation is on-going and any witnesses with any information about the incident or on the whereabouts of the victim’s vehicle are asked to contact the Garden Grove Police Department, Detective Bureau at 714-741-5800.

Armed Robbery- Metro PCS Store

SUSPECT(s)
S-1: Male Hispanic, 20-25, 600, 180, black hooded sweatshirt and jeans, white shoes, backpack, NFD. Weapon described as a dark gray, large handgun, possibly a revolver.

S-2: Male Hispanic, 20-25, 507, 180, blue jacket and jeans, baseball hat, NFD.

S-3: Male Hispanic, 20-25, 508, 170, Grey hooded sweatshirt with black sleeves, black jeans, black shoes, and sunglasses, NFD.

NARRATIVE:
On December 11, 2018 at approximately 1541 hours, officers of the Garden Grove Police Department were dispatched to the Metro PCS store, located at 12881 Haster St #D reference a robbery that had just occurred. Three male suspects entered the store and inquired about cellphones. One suspect was armed with a handgun and removed it from his waistband. He showed the employee that he had a handgun and then returned it back into his waistband. Two of the suspects went into the back stockroom and took a large amount of cellphones. The suspects also opened the cash register and took the currency. The suspects fled the location on foot and were last seen walking southbound on Haster St away from the store. Officers checked the area and were not able to locate the suspects. The employee was not injured during the robbery.

Assault with Deadly Weapon Arrest-Road Rage

SUBJECT: Assault with a Deadly Weapon

LOCATION OF OCCURRENCE: Harbor Blvd. / Lampson Ave.

DATE/TIME OF OCCURRENCE: December 8, 2018 1:20 AM

SUSPECT(s) Batalla-Olmedo, Juan M/H/ 19 years old / resides in Santa Ana
Montellana, Pedro M/H/ 22 years old/ resides in Westminster

NARRATIVE:
On December 8, 2018 at 1:20 AM, an officer from the Garden Grove Police Department drove southbound on Harbor Blvd., when he came across a major traffic collision at the location. The officer stopped to investigate and learned a shooting had taken place. The occupants of both vehicles involved, a red 2007 Ford pickup truck and a white 2014 Hyundai sedan, were detained. The investigation revealed that both vehicles traveled westbound on the 22 freeway when the occupants became involved a road rage incident. During the altercation, both vehicles exited the freeway and drove northbound on Harbor Blvd. The vehicles followed each other and at least one occupant of the Ford pickup truck (Montellano) shot at the occupants of the Hyundai sedan. The firearm was later determined to be BB gun. The altercation ended when the driver of the Hyundai sedan (Batalla-Olmedo) intentionally struck the Ford pickup truck. One passenger was injured during the traffic collision and transported to UCI medical center with non-life threatening injuries. Two suspects were placed under arrest and booked at the Orange County Jail.

Child Annoyance- Failure to Yield- Arrest made

DATE: November 17, 2018

SUBJECT: Failure to yield, child annoyance, No Bail Warrant

LOCATION OF OCCURRENCE: 12100 Tamerlane Dr.

DATE/TIME OF OCCURRENCE: November 16-2018 @ 1554 hrs.

SUSPECT: DAVIS, JACOB LEE - 33 years old

NARRATIVE:

Officers were dispatched to the 12100 block of Tamerlane in the City of Garden Grove reference a male suspect who was attempting to lure young girls into his vehicle. Officers located the suspect in his vehicle driving towards Harbor Blvd. On Harbor Blvd, Officers attempted a vehicle stop; however, the suspect refused to yield. The suspect failed to yield northbound Harbor Boulevard but stopped for all red traffic lights. During that time, GGPD determined the driver also had a No Bail Arrest Warrant for assaulting a Police Officer and was wanted for a domestic violence crime in Huntington Beach.

In the area of Harbor Blvd and Ball Road, a GGPD officer did a successful PIT maneuver and disabled the suspect’s vehicle. The suspect refused to exit and refused to comply with officer’s commands. After a period of time and with the assistance of Anaheim Police, a back window of the suspect’s vehicle was breached and pepper ball was deployed inside it. The suspect exited and was taken into custody. The suspect was uninjured and later booked into Orange County Jail for failure to yield, child annoyance, and the No Bail Arrest Warrant.

Attempted Homicide & Attempted Carjacking

DATE/TIME OF OCCURRENCE: November 17, 2018 @ 02:26 AM

NARRATIVE:

On November 17, 2018 at 02:26 AM, officers from the Garden Grove Police Department were sent to the above location reference shots heard in the area. Upon officers’ arrival, they located two male victims suffering from gunshot wounds. During the initial investigation, it was learned that the victims were shot as a result of being robbed. One of the victims was shot in the neck and the other was shot in the chest. Both victims were transported to a local hospital where they are listed in stable condition.

Shortly after, GGPD Dispatch received another call from an additional victim reporting that a male suspect armed with a rifle attempted to carjack his vehicle in the area of Harbor Boulevard and Garden Grove Boulevard. Officers responded and located a subject matching the suspect’s description nearby. The subject detained was later identified as the suspect by the victim. A rifle was found nearby and stolen property from the robbery was found on the suspect’s person.

The suspect’s personal information and photo are not being released at this time. This investigation is on-going and any witnesses with any information about the incident is asked to contact the Garden Grove Police Department, Detective Bureau at 714-741-5800.

Police Department Awarded $300,000 Traffic Safety Grant

NARRATIVE:

                            Garden Grove Police Department Receives Traffic Education and Enforcement Grant 

Garden Grove Police Department has been awarded a $300,000 grant from the California Office of Traffic Safety (OTS) for a year-long enforcement and public awareness program. The traffic safety program is intended to educate the public on safe roadway habits and deter people from violating traffic laws or practicing other unsafe behaviors that lead to injuries and fatalities.

“The relationship between The Garden Grove Police Department and the California Office of Traffic Safety is invaluable. The funds provided by this grant are utilized to ensure the safety of our citizens through the use of education and enforcement,” said Garden Grove Police Chief Todd Elgin.

The grant from OTS will fund various education and enforcement activities for the 2019 federal fiscal year (Oct. 1, 2018 to Sept. 30, 2019):

  • DUI checkpoints and saturation patrols to take suspected alcohol/drug-impaired drivers – and those unlicensed or with a revoked/suspended license – off the road.
    *Traffic safety education presentations for youth and community members on distracted, impaired and teen driving, and bicycle/pedestrian safety.
    *Patrols at intersections with increased incidents of pedestrian and bike collisions.
    *Checking for seat belt and child safety seat compliance.
    *Motorcycle safety operations in areas with high rider volume and where higher rate of motorcycle crashes occur.
    *Speeding, red light and stop sign enforcement.
    *Warrant service operations targeting multiple DUI offenders.
    *Compilation of DUI “Hot Sheets” identifying repeat DUI offenders
    *Probation supervision for high-risk DUI offenders.
    *Specialized DUI and drugged driving training to identify and apprehend suspected impaired drivers.

In 2016, 3,623 people were killed in crashes across the state, a 7 percent increase from 2015, according to the National Highway Traffic Safety Administration. Particularly alarming is the rise in pedestrian deaths, with 867 pedestrians killed on California roadways in 2016, a nearly 33 percent increase from 2012. Along with the growing dangers of distracting technologies like phones and drug-impaired driving, this grant funding will provide opportunities to combat these dangerous and illegal behaviors.

“Almost all crashes are preventable,” OTS director Rhonda Craft said. “Education and enforcement go hand in hand helping change behaviors that cause devastating crashes.”

Parolee Transient arrested for Burglary

DATE/TIME OF OCCURRENCE: November 10, 2018 / 12:46 PM

SUSPECT(s) Donald Mayberry, 39 year old male, transient from L.A.

NARRATIVE:
On November 10, 2018 at 12:46 PM, officers from the Garden Grove Police Department responded to a burglary that had just occurred at the above address. The owner of the residence was watching through his “Ring” camera and saw a suspect steal a package from the front porch. The suspect returned a few minutes later and entered the residence while a female resident was lying on her bed inside. The suspect tried to convince the victim to take a shower which she refused. The mother of the victim came home and found the suspect in the victim’s bedroom. The suspect claimed to be from Amazon and was talking with the victim. The suspect fled on foot and was not immediately located.

Approximately one hour later, officers were dispatched the 6500 block of Chapman Avenue reference a subject who had jumped into a backyard. The suspect was detained a short distance away and identified as the suspect in the burglary.

The suspect was on parole and transient from the Los Angeles area. The suspect was later booked into Orange County Jail.

Fatal Traffic Collision- 11/8/2018

DATE: November 9, 2018

SUBJECT: Fatal Traffic Collision

LOCATION OF OCCURRENCE: Brookhurst St. / Crosby Ave.

DATE/TIME OF OCCURRENCE: 11/08/2018 at 8:58 P.M.

The Garden Grove Police and Fire Department were dispatched to a traffic collision that occurred in the area of Brookhurst St. and Crosby Ave. involving a 22-year-old male pedestrian and two vehicles. The pedestrian was pronounced deceased at the scene by paramedics and was not transported to the hospital. The initial driver involved stopped and attempted to render aid to the pedestrian. The second driver that collided with the pedestrian fled the scene northbound Brookhurst St. The vehicle can only be described as a black sedan with possible front end damage.

Members of the Garden Grove Traffic Unit responded to the collision to investigate. The driver who remained at the scene was evaluated by officers and showed no signs of impairment. The investigation is ongoing to determine the cause of the collision.

The name of the pedestrian is not being released until the next of kin can be notified.

Attempt murder suspect and vehicle of interest

DATE: November 3, 2018

SUBJECT: Attempted Homicide of Elderly stabbing victim UPDATE

LOCATION OF OCCURRENCE: 13971 Harbor Blvd. McDonald’s

DATE/TIME OF OCCURRENCE: October 27, 2018 @ 10:40 AM

SUSPECT(s) Male Hispanic, 20 to 30-years-old, 6’ tall, medium build. Suspect was last seen wearing a black hat, black long sleeve shirt, and black pants.

Vehicle of Interest: Red Toyota Pick-up truck- standard cab

NARRATIVE: On October 27, 2018 at 1040 AM GGPD officers investigated an attempted homicide at the McDonald’s restaurant located at 13971 Harbor Blvd. An 89-year-old male was attacked and stabbed in the restroom by an unknown suspect. The attempted murder was unprovoked and the motive in unknown.

As the victim was washing his hands, the suspect attacked the victim from behind, striking him in the head and stabbing him multiple times with a knife. The suspect did not say anything during the attack and did not rob the victim.

The suspect ran westbound and ended up at the Angelo’s restaurant about a half mile away. The suspect asked a customer who was in the lot for a ride out of the area. We are looking for the driver/owner of the red Toyota pick-up truck who gave the suspect a ride.

The victim survived his injuries and is still in the hospital. Anyone with information on the suspect or the driver of the red Toyota pick-up is asked to call GGPD at 714741-5818.
