As part of the City’s commitment to providing high-quality services while minimizing impact to the General Fund, an updated schedule of planning and building fees will go into effect as of Tuesday, July 1, 2025. These updates will apply to all permit applications submitted on and after this date.

A User and Regulatory Fee Study, presented to the Garden Grove City Council during a public hearing on Tuesday, January 28, 2025, indicated that the City’s General Fund has been subsidizing approximately $1.7 million annually for planning and building services. The updated fee structure will ensure that service costs are appropriately covered by service users rather than impacting the General Fund. The last fee adjustment was in 2016.

A fee calculator is expected to be available in April 2025 to help applicants estimate updated costs before the new fees take effect.
