Special Events

Fire Department Special Event Requirements
Individuals or organizations planning to host a special event such a fair, carnival, or similar may be required to meet special event procedures. Follow the following steps to ensure you meet all the requirements.

Step 1 Determine if the event is on private or public property.
~ Private Property: Contact the Building Department at (714) 741-5310.
~ Public Property: Contact Janet Pelayo in Community Services at (714) 741-5215 or

Step 2 Complete the City Special Event application, and submit to Community Services.

Step 3 Complete the Fire Department Special Events Permit Application, and email the completed application to All requirements must be met at least two (2) weeks prior to the first day of the event. Contact the fire department at (714) 741-5628 if you have any questions. Do not move to the next step until this is completed

Step 4 Determine if your event will include any of the following:

  • Tent - Tent permit must be obtained by the licensed tent contractor
  • Pyrotechnics (fireworks) - Pyrotechnic Special Effects permit must be obtained by the licensed pyrotechnic contractor
  • Cooking - A 2A10BC rated portable fire extinguisher with a current service tag in all tents/booths where cooking is performed. Cooking involving deep-frying also requires a K extinguisher. This is the responsibility of the event coordinator or responsible organization.
  • Certified Rides

Step 5 Submit a site plan with the following information at least two (2) weeks prior to the first day of the event:

  • Date(s)
  • Times of operation
  • Location
  • List three emergency contacts (cell phone)
  • Fire access for fire apparatus
  • Portable fire extinguishers

Step 6 Perform a self-inspection utilizing the Pre-Inspection Checklist prior to requesting the fire department inspection. A fire department inspection must be performed at least two (2) hours prior to the start of the event.

NOTE Failure to comply with fire department special event requirements will result in fire personnel to perform standby during the hours of operation for the event. The event responsible party and/or organization will be responsible for the cost(s) incurred for fire personnel standby.
