Film permits are required for all video, film, and still photography production in the City of Garden Grove.

Steps to Apply for a Garden Grove Film Permit

If you wish to film within the City of Garden Grove please complete the following steps:

Step 1: Complete and Submit a Film Permit Application

  • The Film Permit Application is used to determine filming eligibility, site availability, applicable fees, and project scope. A completed application must be submitted for a permit to be considered.
  • Applicants wishing to film on private property must submit a separate location agreement demonstrating the property owner’s approval of filming on their property.

Step 2: Insurance Requirements

  • Proof of insurance must be submitted to the City in advance of the issuance of the permit.
  • Permittees must procure and maintain in full force and effect, during the term of the permit, a policy of insurance which names the City, its officers, employees, and agents as additional insureds and that provides sufficient coverage that the City Manager or his or her designee determines to be necessary and adequate under the circumstances.

Step 3: Applicable Fees

  • A $250 permit application fee will apply for commercial filming.
  • A $250 location fee will apply for daily use of public property for commercial filming. Preparation and strike days will be charged at 50% of the daily use rate.
  • No permit application fees will apply for charitable or student films, the media, or for filming conducted on behalf of the City.
  • Each permittee filming under this chapter shall reimburse the City for all costs incurred by City, the amount of which shall be determined by the City Manager or his or her designee for City personnel, space, facility, or equipment provided to the applicant for the purpose of assisting or providing security or protection to the applicant for activities conducted under the permit.
  • Payment may be made in person, by check, or by credit card.
  • Fees are subject to change.
