Assembly Bill 939 requires that all California jurisdictions divert 50% of trash from landfilling. In 2014, Governor Brown signed Assembly Bill (AB) 1594, mandating that as of January 1, 2020, the use of green waste or landscape waste as odor mitigation cover at landfills will no longer count as AB 939 diversion credit for a jurisdiction and will instead be considered disposal. AB 1594 is an unfunded mandate placed on all California jurisdictions by the state.

To help comply with this new green waste recycling law, the City’s hauler, Republic Services, will begin composting all residential green waste which will result in an increase to residential rates, effective January 1, 2020.
