The City of Garden Grove is seeking a qualified Master Developer, through a Request for Proposals (RFP) process, to develop approximately 100 acre Willowick site located in the City of Santa Ana and owned by the City of Garden Grove. The Willowick site is an unparalleled opportunity and is one of the largest greenfield development opportunities in Southern California. Through the Willowick RFP process, the Cities of Garden Grove and Santa Ana are desirous of implementing a catalyst Master Development Plan that would take a holistic approach in the future reuse of the Willowick site. All qualified and experienced developers wishing to be considered for this landmark opportunity are invited to submit their proposals for consideration.

RFP SCHEDULE
The past year has been spent exploring future development of the site, creating visioning boards, working with consultants to determine the economic framework and holding community workshops. Now the Cities of Garden Grove and Santa Ana seek to search for a Master Developer through a formal Request for Proposal (RFP).

*All prospective Developers/Proposer requiring a formal answer to questions, or request for clarification or change, must be submitted in writing to Grace Lee, Senior Economic Development Specialist at gracel@ggcity.org. Final deadline for submittal of written questions is due no later than 3:00 p.m. (PST) on June 10, 2019.

Selection Process

All firms qualified to deliver the requirements are invited to submit their qualifications.
City staff will assess the Developer’s compliance with and adherence to the requirements of the
solicitation and narrow the field to the top 10 proposals.
