On Tuesday, April 8, the City of Garden Grove, in partnership with developer Edgemoor Infrastructure & Real Estate, design-builder Clark Construction Group, and architect AC Martin, celebrated the topping out for Phase I of the Garden Grove Civic Center Revitalization Project, which includes a new public safety facility for the Garden Grove Police Department and a parking structure. The event marks a significant milestone in construction for the 103,000-square-foot building and four-level parking structure occupying a 2.75-acre site at the corner of Acacia Parkway and Euclid Street in the Garden Grove Civic Center.

During the ceremony, Garden Grove Mayor Stephanie Klopfenstein highlighted the importance of the project in enhancing the community.

“The topping out symbolizes the progress we are making toward building a stronger and more vibrant community. The new public safety facility and parking structure will provide our police personnel with the resources they need to continue serving and protecting our city more effectively and efficiently. Additionally, it will enhance the quality of life for our residents with new green spaces coming in Phase II.”

Garden Grove Police Chief Amir El-Farra expressed his gratitude for the teamwork involved. “We are truly grateful for all the men and women at every level who have worked on this project. The collaboration of teammates and efficiency has been highly impressive. We are beyond excited to see the finished project and be a part of this successful build.”

Edgemoor Managing Director Brian Dugan commended the City’s innovative approach to the project and the commitment of the team. “This is the first public-private partnership for the City, and it has been a great collaboration. Never in my career have I seen so much accomplished on a large, complex project in 18 months. It has truly been all hands on deck from the outset.”

“Our progress to date is a clear measure of the commitment and professionalism of all the people involved in the project,” said Marc Kersey, senior vice president with Clark Construction Group. “Achieving this project milestone ahead of schedule is a clear reflection of the tireless efforts of all involved and the seamless collaboration between the public and private sectors. In keeping with the City's project vision, we are focused on rowing in the same direction and will continue to do so until the police building completion in September of 2026, and the community park a year later in the fall of 2027."
