The City of Garden Grove is seeking a qualified program operator to oversee the City’s Rental Assistance Program, providing supportive housing services to individuals who are homeless or at risk of homelessness. Through a Request for Proposals (RFP) process, non-profit organizations experienced with housing support for the homeless are invited to submit a proposal for consideration at https://gg.city/ni-rfp by 5:00 p.m. on Wednesday, December 20, 2023.

Serving as the transition path from the Central Cities Navigation Center to permanent housing, the Rental Assistance Program will help individuals experiencing homelessness achieve self-sustainability through wrap-around case management services, including locating housing options, disbursing rental assistance payments, providing referrals to legal services and behavioral and health care providers, as well as job training and employment opportunities.

Slated to open in Spring 2024, the Central Cities Navigation Center will be a referral-based, transitional facility offering emergency housing and services to individuals experiencing homelessness in Garden Grove, Fountain Valley, and Westminster. The Rental Assistance Program is designed to bridge the housing gap for Garden Grove residents exiting the Central Cities Navigation Center.

Funding for the Rental Assistance Program is provided by the HOME-American Rescue Plan Act of 2021, a stimulus plan that addresses public health and economic crisis, while providing needed emergency funding for the homeless population.
