The City of Garden Grove is seeking a qualified non-profit organization to oversee the City’s Emergency Solutions Grants (ESG) program, providing supportive services to individuals and families who are homeless or at risk of homelessness. Through a Request for Proposals (RFP) process, non-profit organizations experienced with assisting homeless individuals and families living on the street or in emergency shelters, as well as those who are at risk of becoming homeless, are invited to submit a proposal for consideration at ggcity.org/ESG-RFP by 4:00 p.m. on Thursday, February 8, 2024. The submission portal will open on Friday, January 19, 2024.

Serving as the path from homelessness to permanent housing, the ESG program will help individuals and families regain long-term sustainability through street outreach efforts, providing access to programs and services, rapid re-housing, ensuring a quick exit from homelessness to affordable housing, and aiding emergency shelters with case management.

To assist with operating costs, approximately $170,000 for the 2024/25 Fiscal Year will be awarded to the selected non-profit organizations. Funding for the ESG program is authorized through the Homeless Emergency Assistance and Rapid Transition to Housing Act of 2009, and is administered by the U.S. Department of Housing and Urban Development (HUD).
