After more than 30 years in public service, including more than a decade with the City of Garden Grove, City Manager Lisa Kim has announced her retirement. Her last day with the City will be November 2, 2026. Ms. Kim joined Garden Grove in 2016 as Community and Economic Development Director and was appointed City Manager in 2023. During her tenure, she helped guide the City through significant economic development initiatives, major projects, fiscal challenges, and efforts to strengthen city services.

“Lisa has more than fulfilled the confidence placed in her when she was appointed city manager,” said Garden Grove Mayor Stephanie Klopfenstein. “She brought steady leadership, thoughtful judgment and genuine care to every challenge, and she leaves our City with a strong foundation.”

Ms. Kim’s retirement marks the conclusion of a career spanning multiple roles in municipal government, including leadership roles in Orange County and the cities of Pomona, West Covina and Orange.

"Serving Garden Grove has been one of the greatest privileges of my career,” said City Manager Lisa Kim. “I am proud of what we accomplished, grateful for the trust placed in me and thankful for the relationships I built as an active member of community organizations such as the Garden Grove Host Lions Club and Boys & Girls of Garden Grove. Garden Grove will always hold a special place in my life.”

As part of the leadership transition, the Garden Grove City Council is scheduled to consider an employment agreement with Garden Grove Assistant City Manager Matt West at its September 8 meeting. Any agreement will be subject to Council action.
