I wanted to inquire on a property that is being demolished / razed, at 12381 Nelson St. This historic home, the Harper House, was the home of our city's first blacksmith. I understand that it is private property and not city controlled. I wanted to know if the owner has filed a CEQA compliant study, as the home is over 50 years old. Please advise and thank you.

Here is the information regarding your inquiry about 12381 Nelson Street.

Site Plan No. SP-021-2015 and Tentative Tract No. TT-17818 were approved by the Planning Commission on May 7, 2015. The applicant, Heritage Home Management LLC, is currently in the process with the City to finalize the review of their final Tract Map and CC&R's (by the Engineering Division). Once this review is completed, and Engineering OK's their Tract Map and CC&R's, the Tract Map will go to the City Council for final approval. Subsequent to Council approval of the Tract Map, the applicant will then have the final tract map and CC&Rs recorded with the County.

The project for SP-021-2015 and TT-17818 was exempt from CEQA per Section 15332 (In-Fll Development Projects). A condition of Section 15332 requires that "Approval of the project would not result in any significant effects relating to traffic, noise, air quality, or water quality". The applicant submitted an environmental analysis report which addressed impacts to traffic, noise, air quality, water quality, including other effects such as historic resources. Attached is a copy of the report that addresses impacts to historic resources on page 27. The analysis included a determination that there would be no significant impacts to cultural resources, including historic resources.

Also attached is a copy of the Notice of Exemption (to CEQA) that was posted at the County Clerk on May 19, 2015.
