Hello, I am a realtor and I am acting on behalf of Pacific Rim Education Opcolr LLC, owner of 5856 Belgrave Ave (APN 224-243-13). We're trying to track down a city approval map/document/letter that allows the parents to use the west alley (see picture) as a drive through plan to pick up and drop off children at the Montessori school located on 5856 Belgrave. According to my client, it was approved maybe since 2004 or 2005 and was a plan created by the city engineers.

In 1974, the City approved Conditional Use Permit No. CUP-108-74 to allow the operation of the Montessori school on the property located at 5882 Belgrave Avenue.
In 1978, the City approved Site Plan No. SP-182-78 to allow the construction of 12 condominium unit located at 5856 Belgrave. The staff report of SP-182-78 states on page 4 (or page 49 of the pdf file) that: "Access to the subject property /(5856 Belgrave) is by way of an existing 20 foot wide driveway that abuts the subject parcel on the west and provides access to12 fully enclosed 2 car garages and 6 open guest parking spaces. The existing 20 foot wide driveway is totally on an adjacent parcel and would require a Mutual Access Agreement between both property for joint access." At the moment, staff is unable to find a copy of a Mutual Access Agreement between the two properties. It is unknown if the Mutual Access Agreement prohibits the school from using the 20 foot driveway for pick up and drop off. Neither of the CUP-108-74 nor SP-182-78 limited the school access through the 20 foot driveway.
