On Thursday, May 12, 2016, the City of Garden Grove deployed a mobile stage outside its jurisdiction in another city to be used at a campaign rally for political candidates, including Garden Grove Councilman Phat Bui, a candidate on the June 2016 ballot.
Pursuant to the California Public Records Act, I am requesting a copy of all records, pertaining to the following:
All records pertaining to the deployment of the mobile stage.
All policies pertaining to the deployment of the city’s mobile outreach assets, including but not limited to, mobile stages.
All policies regarding the deployment of City of Garden Grove resources outside of the city limits.
All communications between Phat Bui and any city staff from March 1, 2016 to the present.
All emails to or from Scott Stiles from May 1, 2016 to the present.
All reports, lists or other similar records that represent a database or tally of the deployment of mobile resources, including but not limited to, mobile stages.
All ethics policies for the use of city resources on election-related events.
All invoices or cost logs for the deployment of mobile outreach assets, including but not limited to, mobile stages that have been deployed since April 2016.
All employee hour logs or timecards for any employees involved in deploying mobile outreach assets, including but not limited to, mobile stages that have been used since May 1, 2016.

To Whom It May Concern:
The City of Garden Grove has received your records request dated May 17, 2016, requesting information regarding the use of the City of Garden Grove's mobile stage on May 12, 2016. This letter shall serve as notification of the City’s intent to comply with your request for public records, pursuant to the California Public Records Act (the “Act”) (Government Code §6250 et seq.).
The City is in the process of evaluating this request and is compiling records in an effort to make a determination as to whether the request seeks copies of disclosable public records in the possession of the City of Garden Grove. However, notice is hereby given that the time limit to make this initial determination shall be extended to June 14, 2016, pursuant to Government Code §6253, for the following reasons:
(a) The extension of time is reasonable and necessary for the proper processing of the request.
(b) Responsive records, to the extent they exist, may be located in several different departments.
As noted above, the City’s written determination as to whether the request seeks copies of disclosable, non-exempt and non-privileged public records in the possession of the agency shall be sent to you on or about June 14, 2016.
Pursuant to the Act, thereafter any and all disclosable, non-exempt and non-privileged public records that are deemed responsive to your request will be made promptly available to you.
