Complete longitudinal Uniform Crime Reporting (UCR) Part 1 crime point incident data, in electronic format (e.g., Excel file), from as far back as possible to the present day, with data containing information on the addresses where incidents took place, date/time of incidents, case numbers of incidents, and UCR crime classification of incidents. Hi Denise,

I am following up on a public records request I made for UCR Part 1 crime point incident data. When referring to UCR, I am referring to the protocol that the police use to generate incident reports. The records that I am seeking provide geographic information on incidents. I believe the Garden Grove Police Department's crime analyst may be able to provide such records; he or she may extract such data, as crime analysts from other Southern California police departments have been able to do so.

Here is an example, from the Santa Ana Police Department, of the type of records that I am seeking, as well as a PRR response letter; they are attached to this email.

Attached please find a spreadsheet with some of the information you are seeking. The City has similar reports for each of the years you have requested, and can produce copies to you within the next week. If you would like the City to produce all of the information you have requested, this will require generation of new reports, which will take several weeks and will be subject to all applicable fees pursuant to Government Code Section 6253.9(b).

Dear Mr. Contreras,

This letter shall serve as the City's notice of determination as to whether your records request, in whole or in part, seeks non-exempt, non-privileged, disclosable public records in the City's possession pursuant to the California Public Records Act (Government Code §6250 et seq.).

Your request seeks, “Complete longitudinal Uniform Crime Reporting (UCR) Part 1 crime point incident data, in electronic format (e.g., Excel file), from as far back as possible to the present day…” The City objects to your request on the basis that it is overbroad, unduly burdensome, and not focused and specific. (Rogers v. Superior Court, (1993) 19 Cal.App.4th 469) Please narrow your request by identifying a particular timeframe, such as the past year or two years. In addition, the City does not maintain a report with all of the information you are seeking, and will need to generate a new report. Please be advised that all applicable fees will be charged pursuant to Government Code section 6253.9(b).

Dear Mr. Contreras,

The City of Garden Grove has received your records request dated October 5, 2015, requesting information regarding the City's Police Department's Uniform Crime Reporting. This letter shall serve as notification of the City’s intent to comply with your request for public records, pursuant to the California Public Records Act (the “Act”) (Government Code §6250 et seq.).

The City is in the process of evaluating this request and is compiling records in an effort to make a determination as to whether the request seeks copies of disclosable public records in the possession of the City of Garden Grove. However, notice is hereby given that the time limit to make this initial determination under the code shall be extended by fourteen (14) days to October 29, 2015, pursuant to Government Code §6253, for the following reason:

(a) The extension of time is reasonable and necessary for the proper processing of the request.

As noted above, the City’s written determination as to whether the request seeks copies of disclosable, non-exempt and non-privileged public records in the possession of the agency shall be sent to you on or about October 29, 2015. Pursuant to the Act, thereafter any and all disclosable, non-exempt and non-privileged public records that are deemed responsive to your request will be made promptly available to you.
