Request #9745
This email is intended for the local official who administers access to complete and accurate public information and official records.
My name is Kevin Corrigan, and I am a fourth-year undergraduate student at the University of California, Los Angeles. The City of Garden Grove and the other four hundred and eighty-two incorporated cities and towns in the State of California are invited to participate in an important civic engagement study. "Citizen involvement in local government is crucial because it promotes responsive and accountable governance. When citizens participate in decision-making processes, they provide valuable insights and feedback that help local officials understand community needs and priorities."
The purpose of the study is to investigate the impact of federal and state funding on civic engagement and citizen participation at the local level within the State of California. This research is being conducted for the course, HNRS 199 or Directed Honors Studies. The UCLA IRBs have determined that data sets that have been stripped of identifiers are publicly available. As a result, research using these data does not meet the definition of "human subjects research", and therefore does not require IRB review and approval or certification of exemption from IRB review.
The data for the study will consist of the requested public information.
* the total population of the City of Garden Grove and the citizen voting age population of the City of Garden Grove .
* the total Revenue from State and Federal Agencies (Intergovernmental Sources) for fiscal year FY 2023–24 and FY 2024–25,
* the total General Fund resources for fiscal year FY 2023–24 and FY 2024–25,
* the number of meetings occurring at the dates, times, and location set by resolution, ordinance, or other formal action by the legislative body, from May 13, 2024 to November 1, 2024. Please include regular meetings that have been adjourned or re-adjourned to a time and place specified in the order of adjournment,
* the number of public comments received from public speakers at meetings occurring at the dates, times, and location set by resolution, ordinance, or other formal action by the legislative body, from May 13, 2024 to November 1, 2024. Please include public comments received from public speakers at regular meetings that have been adjourned or re-adjourned to a time and place specified in the order of adjournment,
* the number of pieces of other correspondence submitted, including, but not limited to, in writing via mail, by email, or through e-Comment, and provided to the legislative body as part of the meeting record for meetings occurring at the dates, times, and location set by resolution, ordinance, or other formal action by the legislative body, from May 13, 2024 to November 1, 2024. Please include other correspondence submitted and provided to the legislative body as part of the meeting record for regular meetings that have been adjourned or re-adjourned to a time and place specified in the order of adjournment.
Once the City of Garden Grove has aggregated the requested public information, it can be submitted via the Public Information Questionnaire at [ https://forms.gle/irhofL8E9xqiawqZ9 | https://forms.gle/irhofL8E9xqiawqZ9 ] .
If the City of Garden Grove declines to submit the request public information via the preferred Public Information Questionnaire at [ https://forms.gle/irhofL8E9xqiawqZ9 | https://forms.gle/irhofL8E9xqiawqZ9 ] , this email constitutes a California Public Records Act Request pursuant to Government Code Gov. Code, §§ 6250 et seq . Please note that the entirety of these records are sought in an electronic format; a Box file request can be provided to facilitate the release of responsive public records.
