Dear California Municipal Official:

Under the California Public Records Act § 6250 et seq., I am seeking to be provided electronic copies of the responsive records as set forth below (please do not include pension-related accounts in this email):

1. Municipal Bank Balances (please provide the most recently available month-end date, where possible). An internal report is sufficient.

* Interest-bearing savings accounts, money market accounts, insured cash sweep (ICS) products, etc. (please do not include checking accounts)

* A reconciliation sheet will be sufficient for this portion of the request
* If your County utilizes bank products, please provide a bank statement showing an inventory of such investments (feel free to redact any account numbers).

* I.E. – traditional bank CD’s, CDARs, etc.
3. If your City is under an Investment Advisory or Investment Consulting Agreement, please provide the following (please include both separately managed accounts and any local government investment pools):

* The agreement(s) between the City and investment advisory firm(s);
* The most recent statement(s) received from the advisor(s);
* The most recent presentation document provided by the advisor(s)/consultant(s) (this is best described as to what document was presented during a meeting with advisor/consultant);
* The most recent invoice received from the advisor/consultant for each account under the agreement(s);
5. If your City utilizes the services of an investment broker(s), please provide the following:

* Most recent month-end statement(s)
7. If your City participates in any pooled investment program, please provide the following:

* Most recent month-end statement(s), or the name of the pool(s) and most readily available balance(s)
9. If your City performed a Request-for-Proposal ("RFP") for Investment Advisory or Consultant services during cy2023-2024, please provide the following:

* The RFP or a link to where we can download;
* The RFP responses;
* Scoring rubric(s) and memorandums prepared in determining the awarding of the contract(s);

Please note, that this information is not being sought for commercial purposes but rather a study of how public funds are invested on a state-by-state basis.

The California Public Records Act requires a response within ten business days but please take however much time is reasonably required and simply notify me if the requested responsive records slip beyond twenty business days.

If you deny any or all of this request, please cite each specific exemption you feel justifies the refusal to release the information and notify me of the appeal procedures available under the law.
