My name is Olivia Martin and I am a graduate student at Stanford studying the impact of virtual meetings on public participation in local government. Would you mind answering the following three questions for me if you are able to?
1. What date did the city council switch to meeting on Zoom during the pandemic?
2. What date did the city council return to meeting in person, and were citizens still able to provide public comment over Zoom at that time?
3. Are residents still able to provide public comments during meetings via Zoom? If not, when did this cease being an option?

1. The first City Council Meeting held telephonically was on March 24, 2020.
2. The date on which the City Council returned to meeting in person was May 3, 2022.
3. No, this seized to be an option when the City Council returned to meeting in person and not telephonically. The meetings were conveyed by telephone – video conferencing through Zoom was not a method used.
