Hello,

I am doing research on the history of cities in Orange County, but am having trouble finding the finalized incorporation paperwork for the City of Garden Grove since the GG website only has a preliminary copy of the charter. I tried asking the archivists in Sacramento, but they also weren't able to locate them so I am asking here as they directed.

In short, I am asking under the Freedom of Information Act for the final Municipal Incorporation records for the City of Garden Grove or where they are located as below:
1. Digital copy of Paperwork
2. If you do not have it, where it is archived

Hello,

The document I was sent is a record of the successful vote to incorporate and the boundaries, but is not what I requested since this vote was contested for 1-2 years after the date this form was filed. I was able to locate a dateless proposed Charter, but nothing from before the turn of the century or legally approved.

Under the Freedom of Information Act, please send me the final Municipal Incorporation records for the City of Garden Grove which should include the Corporate Charter and/or the Articles of Incorporation and/or other document(s) establishing the Municipal Corporation of Garden Grove as approved by the voters, certified as passing, and filed and dated by the Secretary of the State of California. What I was sent was the final recorded vote to incorporate along with boundaries which comes before or alongside either of those documents or steps.

As mentioned in my initial request, the Secretary of the State of California informed me that they have no record of any of those documents and asked me to request them from the City of Garden Grove. If none of those documents exist or if those steps were never completed, then please let me know when that will be remedied so I can include that on the history I am working on.

Request for Public Records – City of Garden Grove Notice of Extension

The City of Garden Grove has received your records request dated November 22, 2022, Request #8172. The City’s intent is to comply with your request for public records, pursuant to the California Public Records Act (the “Act”) (Government Code §6250 et seq.).

The City is in the process of evaluating this request and is compiling records in an effort to make a determination as to whether the request seeks copies of disclosable public records in the possession of the City of Garden Grove. However, notice is hereby given that the time limit to make this initial determination under the code shall be extended by fourteen (14) days to December 15, 2022, pursuant to Government Code §6253, for the following reason:

(a) The extension of time is reasonable and necessary for the proper processing of the request.

As noted above, the City’s written determination as to whether the request seeks copies of disclosable, non-exempt and non-privileged public records in the possession of the agency shall be sent to you on or about December 15, 2022. Pursuant to the Act, thereafter any and all disclosable, non-exempt and non-privileged public records that are deemed responsive to your request will be made promptly available to you.
