The request for all vendor invoices for the past two years that include offer of trade terms discounting on the face of the invoice is objected to as overbroad, and it would take months for the City with its limited staff to review its records and gather such information. For the month of July 2019, the City issued about 800 checks to about 540 vendors. Last Fiscal Year, the City paid about 1,750 vendors. The City needs to gather and review each invoice by hand separately because it does not have an electronic system that could report on invoices with discounts for the last two years. The City may be able to find and gather records more readily if your request is limited to invoices for that last month or two, such as invoices dated as of July 1, 2019.
