Reference City of Garden Grove Animal Services agreement of 2016 with the Orange County Humane society, I am requesting the following;

1. Said agreement states; CONTRACTOR shall comply with all applicable laws,                   ordinances, codes, and regulations of the federal, state, and local government.                Request documentation that indicates you have ascertained OCHS complies with the California Hayden Law.
2. Copies of Orange County Humane Society business licenses and kennel license/permit.
3. Copy of Humane Society’s Uniform Standards Guidelines (HSUS) for the operation of  the animal shelter, as referenced in said agreement.
4. Agreement gives right to Garden Grove Animal Care staff to inspect the facilities. Request copies of documents resulting from all inspections.
5. The Contractor shall, prior to euthanasia, release the                       animal to an animal rescue or adoption organization if requested by the                         organization or rescue. Request copy of documentation where rescues were notified that an animal was to be euthanized, AND documentation where rescue organization did rescue animal before euthanized.
6. Documentation when any animals were determined vicious and documentation of criteria used to determine if an animal is vicious.
7. Documentation of total amount of fees collected from OCHS in accordance with contract from inception of contract till this date and segregated by license fees, spay/neuter fines, subsequent impound fees.
8. Said agreement requires contractor to submit monthly reports to Garden Grove Animal Care. Request copies of monthly reports since inception of contract till present, ref. paragraph 11 of attachment A of said agreement.                   
9. Stray Cat Alliance currently assists Garden Grove with animal services. Request copy of agreement and documentation of process and number of cats released through the process.
10. Number of Orange County Humane Society staff employed to service said agreement.
11. Number of volunteers currently at work for the Orange County Humane Society to service agreement.

**We have no documents responsive to this request. Please note that per the California Commission on State Mandates, most provisions of the Hayden Law are voluntary because the State has not provided funding for local agencies to enforce it.

2. Copies of Orange County Humane Society business licenses and kennel license/permit.
**Copies of the licenses are on display at the shelter and can be obtained by contacting the City of Huntington Beach and the California State Veterinary Medical Board.

3. Copy of Humane Society’s Uniform Standards Guidelines (HSUS) for the operation of the animal shelter, as referenced in said agreement.

**Visual shelter inspections were done by the Animal Control Officers while at the shelter and were not documented. Issues were brought to the attention of onsite shelter management when they were discovered.

5. The Contractor shall, prior to euthanasia, release the animal to an animal rescue or adoption organization if requested by the organization or rescue. Request copy of documentation where rescues were notified that an animal was to be euthanized, AND documentation where rescue organization did rescue animal before euthanized.
**The City has no records pertaining to notices provided by the OCHS to rescue organizations. The request for records of animals transferred to rescues is objected to as overbroad, and it would take months for the City with its limited staff to review its records and gather such information. The City may be able to find and gather records more readily if your request is limited to records of transfers to rescues within the last six months.

6. Documentation when any animals were determined vicious and documentation of criteria used to determine if an animal is vicious.

Re: Request for Public Records – Notice of Extension City of Garden Grove

Dear Ms. Tingle

The City of Garden Grove has received your records request dated July 10, 2019, request #4809. This letter shall serve as notification of the City’s intent to comply with your request for public records, pursuant to the California Public Records Act (the “Act”) (Government Code §6250 et seq.).

The City is in the process of evaluating this request and is compiling records in an effort to make a determination as to whether the request seeks copies of disclosable public records in the possession of the City of Garden Grove. However, notice is hereby given that the time limit to make this initial determination under the code shall be extended by fourteen (14) days to August 5, 2019, pursuant to Government Code §6253, for the following reason:

(a) The extension of time is reasonable and necessary for the proper processing of the request.

As noted above, the City’s written determination as to whether the request seeks copies of disclosable, non-exempt and non-privileged public records in the possession of the agency shall be sent to you on or about August 5, 2019. Pursuant to the Act, thereafter any and all disclosable, non-exempt and non-privileged public records that are deemed responsive to your request will be made promptly available to you.
