Good Afternoon,

I am requesting a copy of Garden Grove's Employee Compensation Report for the 2017 calendar year under the provisions of California Govt. Code §§ 6250 - 6270, the California Public Records Act.

The purpose of this request is to obtain records which provide a complete and comprehensive account of Garden Grove's total costs associated with employee compensation. Specifically, this requests seek an accounting of total gross wages paid to each employee and the total cost incurred by the employer for providing retirement and health benefits.

In an effort to standardize how this information is reported, please include the following categories in your response:

Employee Name
Position/Job Title
Annual Salary Minimum & Maximum
Total Regular Pay
Overtime Pay
Other Pay (any additional forms of pay that are not reported in Regular Pay)
Total Retirement & Health Cost (All forms of employer-paid retirement contributions, deferred compensation and health benefits) Please provide the full retirement cost incurred by Garden Grove for each employee, not merely the "normal cost" portion.

Please provide the requested materials or, per § 6253(c), a timeline along which they will be made available by, no later than ten days from the date of this request.

Per § 6253.9(a), we ask that you provide the records in an Excel spreadsheet format.

In the event Garden Grove is not in possession of a record of this nature, we request copies of any other record or records that contain information, even if only in part, that is responsive to the purpose of this request — employee name in conjunction with their compensation data for the 2017 year.

As a reminder, § 6253.1 instructs public agencies to "assist requester in finding records responsive to the purpose of the request."

Your jurisdiction's information will become part of the TransparentCalifornia.com website, which is provided to the public as a free service. The website is also intended to be a resource for public sector administrators, allowing easy comparisons across jurisdictions within the state for labor and other costs.

Dear Mr. Fellner,

The City of Garden Grove (the "City") has completed its initial review of your March 8, 2018, request for information regarding the Garden Grove Employee Compensation Report for 2017. This letter shall serve as the City's notice of determination as to whether your request calls for the disclosure of non-exempt and non-privileged public records in the possession of the City, pursuant to the California Public Records Act (the "ACT") (Government Code Section 6250, et seq.). The City's determination in this regard is as follows:

Records deemed responsive to your request have been located and are determined to contain responsive non-exempt, non-privileged information under the Act. City staff is, however, still in the process of gathering and assembling the requested documents. City staff anticipates completing the document review and making the documents available to you on or before Monday, May 14, 2018.

City of Garden Grove

Dear Dear Mr. Fellner:

The City of Garden Grove has received your records request dated March 8, 2018, requesting a copy of Garden Grove's Employee Compensation Report. This letter shall serve as notification of the City’s intent to comply with your request for public records, pursuant to the California Public Records Act (the “Act”) (Government Code §6250 et seq.).

The City is in the process of evaluating this request and is compiling records in an effort to make a determination as to whether the request seeks copies of disclosable public records in the possession of the City of Garden Grove. However, notice is hereby given that the time limit to make this initial determination under the code shall be extended by fourteen (14) days to April 2, 2018, pursuant to Government Code §6253, for the following reason:

(a) The extension of time is reasonable and necessary for the proper processing of the request.

As noted above, the City’s written determination as to whether the request seeks copies of disclosable, non-exempt and non-privileged public records in the possession of the agency shall be sent to you on or about April 2, 2018. Pursuant to the Act, thereafter any and all disclosable, non-exempt and non-privileged public records that are deemed responsive to your request will be made promptly available to you.
