hello,
First, by any chance would the city of Garden Grove keep records of people who obtained a certificate through an ROP for which a school or institution does not exist anymore? if not, thank you for your time. If so, then I need help in locating my fathers certificate in wielding which he attended an ROP in your city, however that was perhaps over ten years ago. We have looked for it but to no avail.

School records are filed with the School District or with the Institution if the school is privately run. The City does not keep records for any ROP, school or institutions, therefore there are no records responsive to your request.
