Dear Ms. Pomeroy,

Under the California Public Records Act Section 6250 et seq., I am requesting an opportunity to inspect or obtain copies of public records that pertain to the issuing of parking citations.

Garden Grove Municipal Code Section 10.56.200(a), deals with parking violations, where prohibited by signs.

Garden Grove Municipal Code Section 8.40.080 deals with the authority to issue citations. This section states that this chapter may be enforced by any City Police Officer, Park Patrol Officer or any city officer or employee designated by the City Manager to enforce the provisions of this chapter.

I am requesting information concerning all employees (other than peace officers) authorized by the City Manager to issue parking citations for the City of Garden Grove.

I am also requesting information concerning the identity of the person with badge (or City identification) number 4204 and the title of his position with the City of Garden Grove.

If there are any fees for searching or copying these records, please inform me if the cost will exceed $10.00. However, I would also like to request a waiver of all fees in that the disclosure of the requested information is in the public interest and will contribute significantly to the public's understanding of City personnel authorized to enforce City ordinances. This information is not being sought for commercial purposes.

The California Public Records Act requires a response within ten business days. If access to the records I am requesting will take longer, please contact me with information about when I might expect copies or the ability to inspect the requested records.

If you deny any, or all of this request, please cite each specific exemption you feel justifies the refusal to release this information and notify me of the appeal procedures available to me under the law.
