To whom it may concern,
My name is David, I am with Energy Sense Finance, we are a company funded by the Department of Energy to gather data for solar valuation purposes. I am trying to obtain data from you related to building permits that have been issued in the city of Garden Grove, specifically Solar PV building permits. I am looking for a list of all Solar PV building permits that were issued for as far as you can go back in your system. I need all data associated with those permits, specifically date of permit, address of property, solar size, valuation, etc.. in xlsx or csv format if possible.
I would appreciate it if you could email that data or if you have any questions, please ask.

Dear Mr. Morrison,
Permits pertaining to solar or photovoltaic are maintained under a miscellaneous category on the Building Department Permit Report. Permits that fall under this category would have to be viewed individually to identify whether they fall into the category requested. As a result, the City has determined that records responsive to your request will be withheld as the request is unduly burdensome. A request may be objectionable as unduly burdensome when a request for public records requires an agency to search an enormous volume of documents or compels the production of a huge volume of material. If you have a specific address for which a solar or photovoltaic permit has been issued the City would be able to make that permit available for review.
