Good Afternoon,

My name is Sarah Trocchio and I am a PhD student in New Jersey. I am trying to locate the texts of city code (and associated punishments) that were in effect between 1997-2000 for the following offenses: 1.) Panhandling/Begging 2.) Loitering (for any purpose), 3.) Public Sleeping/Illegal Camping, and 4.) Graffiti and associated penalties with those offenses. I have looked online to try to find the code myself but I was hoping you could help me locate the following:

1.) Code # 2042, passed 1988 and Code # 761 and 761A, passed in 1964, both of which refer to soliciting for donations?

2.) Sections of Codes #4305 and #4307 that refer to loitering?

3.) Code # 2253, passed in 1993, and Code # 2287, passed in 1994, both of which refer to graffiti?

I'm not sure if you or someone else might be able to forward along electronic versions of older codes I might need, along with pertinent information about penalties. In any case, whatever clarification you might be able to provide would be greatly appreciated. I'm also happy to chat with anyone on the phone about this.
