Dear Public Records Officer:

I represent the Orange County IBEW-NECA Electrical Workers Defined Contribution Plan. This email constitutes a public records request for copies of any and all certified payroll records for work performed between August 1, 2010 and march 31, 2013 by Pro Tech Engineering corporation dba Pro Tech Electric on the public work(s) of improvement associated with West Street and Wilken Way Traffic Signal.

Please also provide a copy of any payment bond(s) for the above-listed public work(s) of improvement. Such copy should include, at a minimum, the name of the surety and the bond number.

This request is authorized by the California Public Records Act, Gov. Code Section 6250 et seq. Specifically, Gov. Code Section 6253 permits the public to receive a copy of any identifiable public record. As the City of Orange is a public entity, its certified payroll records and payment bond documents for work of public improvement are public records and subject to disclosure.
