Dear Mayor Nguyen,
Pursuant to the State of California Public Records Act ("CPRA"), California Government Code Section 6250-6276.48, I hereby request the following records be produced by the City of Garden Grove, and it's affiliates (collectively "You") to the Law Office of Lisa D. Herzog ("Herzog") within the time-frames provided by statue:
1. Copies of all invoices from private professional services contractors including land surveyors, engineers, architects, underground utility contractors, geotechnical contractors, inspectors as well as private paving contractors for the time frame of January 1, 2014 to the present.
2. Copies of all corresponding checks for all invoices, as requested in No. 1 above, paid by You including the date the invoice was paid. Redacting the checking account information on these check copies is acceptable. If, and only if, no check copies are kept, please provide proof of payment including date paid.
Please note:
An exempt part of any document does not justify withholding the whole document. Cal. Government Code Section 6253(a) (stating that any non-exempt (public) part of a record must be made available after any exempt information has been redacted).
If you have any questions about these requests or your responsibility to respond, I urge you to speak with your legal counsel for clarification.
Additionally, please feel free to email me or call me regarding the process and the required time-frames for production.
Responsive documents will be due ten (10) days from receipt of this request pursuant to California Government Code Section 6253. If for any reason, you choose to deny this request, please state the reason for the denial within five (5) business days and provide me the name of the person with whom I may file an appeal.
To reduce the usage of paper, we prefer that you provide the documents in electronic full size formats, preferable PDF files wherever possible.

Dear Madam:
The City of Garden Grove does not maintain checks and their corresponding invoices in an electronic format. Records responsive to your request may be viewed in the City Clerk's Office located in Garden Grove City Hall, 11222 Acacia Parkway, Garden Grove, CA 92840. The Garden Grove Finance Department can provide a list of payments made to each contractor, which includes the date, check number, and amount paid. Please contact me to schedule an appointment to view the requested documents.
