Caltrans Fencing Improvement Project (CFIP)
Project Summary
The Caltrans Fencing Improvement Project (CFIP) is a $1.5 million construction initiative and on-going maintenance initiative developed through a collaborative partnership between the City of Garden Grove, the Garden Grove Police Department’s Special Resource Team (SRT), and Caltrans. The project was initiated in response to spike increase of encampment concerns throughout the cities, especially within areas under Caltrans’ jurisdiction. The construction scope was executed under the Cooperative Agreement and the maintenance scope was executed under the Delegated Maintenance Agreement.
Construction
The construction of CFIP focuses on enhancing safety, security, and aesthetics along the State Route 22 (Freeway 22) corridor, specifically within the freeway underpasses spanning from Springdale Street to Garden Grove Boulevard. Improvements include chain link fencing upgrade, and landscaping and hard scape enhancements designed to improve the overall appearance and functionality of these highlights viable public spaces. The construction scope was completed in 3 phases within 18 months, covering a total of 14 total areas within the City of Garden Grove. The location map for each phases is below:

Maintenance
The CFIP maintenance scope under the DMA authorized local police department to enter Caltrans jurisdiction for street outreach and encampment clean. Concurrently provides funding to on going fencing maintenance and litter removal.
