Hello,
Currently, the City of Garden Grove does not require sober living facilities to register with the City. Additionally, the City can not regulate the number of individuals that reside in the residential property.
If this facility is required to be registered with the State of California, please contact the Department of Health Care Services by utilizing the following link: https://www.dhcs.ca.gov/individuals/Pages/Sud-Complaints.aspx
Code enforcement can address any Health & Safety related issues, such as lack of heat, roach infestation, lack of hot water and etc. However, any drug use concerns must be sent forward to the Garden Grove PD.
