This letter is a request for public records submitted pursuant to California Government Code section 6250 et seq., the California Public Records Act (PRA).

This request is for the following public records:

Copy of response letter from the City Attorney to a letter, dated on or about April 5, 2020, signed by Attorney Rob Blackmon, general counsel for a business entity with the name, “RAAS” based in Thousand Oaks, California, to Mayor Steve Jones, concerning the April 4, 2020 “drive-by” gift giveaway sponsored by RAAS and Mr. Kieu Hoang, at Garden Grove Park and Dog Park.

Any and all e-mails, written correspondences, and phone records, by and between City staff, City Attorney, council members and Mayor, in response to, or discussing about: 1) The above-referenced “RAAS Letter” as signed by its general counsel, Rob Blackmon, dated on or about April 5, 2020; and 2) Recorded discussions or telephonic records related to or involving the April 4, 2020 “drive-by” gift giveaway from the same by city staff, city attorney, council members or the mayor.

This is a request for electronic records in their original electronic format. (Gov. Code § 6253.9.) If records are available in both electronic and hard-copy format, please provide both the electronic records and hard-copies. You can e-mail the electronic records to me at TRUSTED.MEDIA.NETWORK@GMAIL.COM. For any record that is not available electronically, please provide me with the actual cost, if any, of duplicating the records.

Should you withhold responsive records, please justify the withholding of the record in writing by citing the legal authority and the reason why the record is exempted from disclosure. (Gov. Code § 6255, subd. (a).) Please also provide the name and title of the individual responsible for the denial. (Gov. Code § 6253, subd. (d).)
