1) Provide full statutory language regarding requirements in City of Garden Grove for full and expansive Requests for Proposal (RFP) for a mulit-million-dollar City contract.
2) Provide full statutory language and Garden Grove City Policy and procedures for open, transparent and fair bidding on RFPs including requirements for casting the widest net for maximum bidding interest.
3) Provide statutory language in CA State Municipal General Law(s) or any other governing regulations that prohibits "double-secret handshake" inside mulit-million dollar deals done without open, transparent and fair RFP bidding.
4) Provide the full list of all agencies both public and private Garden Grove City sent any RFP to and bidding agency responses.

Mr. Briscoe: In response to the records request you sent by mail dated April 11, 2019, received by our office on April 15, 2019, the City responds as follows:

Request (1): Provide full statutory language regarding requirements in City of Garden Grove for full and expansive Requests for Proposal (RFP) for a multi-million-dollar City contract.

Request (2): Provide full statutory language and Garden Grove City Policy and procedures for open, transparent and fair bidding on RFPs including requirements for casting the widest net for maximum bidding interest.

Request (3): Provide statutory language in CA State Municipal General Law(s) or any other governing regulations that prohibits "double-secret handshake" inside multi-million dollar deals done without open, transparent and fair RFP bidding.

The City objects to this request in that it is vague, ambiguous and rhetorical. Further, the request does not seem to request disclosure of City records. Without reference to any message your request may seek to convey, you may obtain information about the State's laws on the State's Legislative Information website at: http://leginfo.legislature.ca.gov/faces/codes.xhtml

4) Provide the full list of all agencies both public and private Garden Grove City sent any RFP to and bidding agency responses.

The City objects to this request on the grounds that it is vague, overly broad and unduly burdensome. Note that in Rogers v. Superior Court, (1993) 19 Cal. App.4th 469, 481, the Court held that requests for public records must be focused and specific. Perhaps you might want to specify whether the records you are interested in relate to a specific issue or event, and/or limiting your request to events occurring within specific dates.
