There is an RV parked on lampson @ railroad tracks right of way and they are dumping trash constantly into the unfenced area of the right of way. I have previously seen a redhaired female treaspassing in back yards and retreating to the same RV. The trash is out of control and they have been there for weeks with no intention of leaving. I'm worried theft is being committed if to no one's knowledge and drug use/sales are happening. Isn't there a city ordinance against long term street parking and massive littering?

Per Municipal Code Section 10.56.115 Recreational Vehicle Parking:
A. No person shall park and leave standing on any public or private street, alley or public property any recreational vehicle, except pursuant to a permit issued by the City Manager or designee as provided for in this section. For purposes of this section a “recreational vehicle” means a vehicle for the conveyance and/or shelter of persons or goods for purposes of leisure-time activities, including a motor home, travel trailer, van, truck camper, camping trailer, boat, or off-the-road vehicle.

B. The City Manager or designee may issue 72-hour recreational vehicle parking permits to City residents for the sole purpose of loading and unloading before and after travel, and not to exceed 12 non-consecutive permits in any calendar year per residential address. The permit shall only allow the parking of a recreational vehicle in front of the address of the resident applying for the permit, with at least one day in between each of the 12 permits allowed per calendar year per address. No more than one permit per address shall be issued at any given time.

C. The City Manager or designee may issue weekly recreational vehicle parking permits not to exceed seven days per permit to City residents, and not to exceed six non-consecutive permits in any calendar year per residential address. The permit shall only allow the parking of a recreational vehicle in front of the address of the resident applying for the permit, with at least one day in between each of the six permits allowed per calendar year per address. No more than one permit per address shall be issued at any given time.

D. The City Manager or designee shall have the authority to promulgate administrative regulations and an application process for the issuance of permits authorized by this section.

E. The City Council may, by resolution, establish fees to defray the costs of processing permits. (2885 § 1, 2017)
