I need to add more info. we did fill in quite a bit of the ditch, but ran out of dirt.
the ditch next to the curb was created when the city required the contractor to redo the curb as part of when the 7 unit apartment building got built next door. The city inspector should have signed off on all the construction, including the new curbing. Therefore, there exists a huge liability to the city. This why city engineering needs to have the city maintenance department fill in the gully or he/you can contact the city's risk management department.
