Little Saigon Project

Project Summary

The City of Garden Grove, in partnership with the Cities of Fountain Valley and Santa Ana, is collaborating on a regional effort to support and sustain Little Saigon through business growth and job creation. As a shared cultural destination and economic hub, Little Saigon connects all three cities through its history, identity, and community.

This project aims to better understand the needs, priorities, and experiences of the Little Saigon community in order to guide future planning and investment. Through community engagement, the cities seek to ensure that future efforts reflect the voices and values of all stakeholders. The project includes focus groups and public workshops where investors, property and business owners, residents and other community members are invited to share their input.

These efforts include:

  1. Organizing leadership infrastructure in the form of a non profit (New City America)
  2. Producing a destination marketing assessment to understand Little Saigon as a Cultural Destination (Clarity of Place)
  3. Developing Urban Design Guidelines to preserve and enhance the character of Little Saigon through place making (Gensler)

Findings from this process will help inform strategies that support the long-term vitality of the area.

Little Saigon is a vibrant cultural and commercial hub rooted in rich history and a dynamic Vietnamese-American heritage — one that has grown to span parts of Garden Grove, Fountain Valley, and Santa Ana.

At our first workshop, you shared your ideas and priorities for the future of Little Saigon — and we listened. Join us for our second community design workshop to review the draft design guidelines and neighborhood improvements directly shaped by your feedback.

The cities of Garden Grove, Fountain Valley, and Santa Ana are hosting this workshop to develop architectural and urban design guidelines that preserve Little Saigon's Vietnamese-American cultural identity while supporting beautification, economic vitality, and placemaking across the district.

Led in collaboration with global architectural firm Gensler, this event is the culmination of months of focus groups, surveys, and business outreach. Funded through a California Jobs First grant, the project concludes in September 2026. Translation services will be available.
