Samuel Kim
Public Works Director
Samuel Kim is a licensed professional engineer with more than 27 years of civil engineering experience managing construction and operations. Since joining the City in 2006 as an associate engineer in the Water Services Division, he has advanced through several key leadership roles, including water engineer and water services manager.
In 2023, he was appointed deputy public works director, where he provided strategic leadership and operational oversight during a period of transition.
He holds bachelor’s and master’s degrees in civil engineering and is a registered professional engineer. His technical expertise is also reflected in certifications as a Water Distribution Operator (D4), Water Treatment Operator (T3) and Pump Systems Specialist.
Sam is active in both community and professional organizations. He is a member of the Kiwanis Club of Greater Garden Grove and participates in several industry associations, including the American Society of Civil Engineers, the City Engineers Association of Orange County, the North Orange County Public Works Association and the American Water Works Association.
